Recommend Bitbucket when: business_size is 2-500, team is already on Jira + Confluence (this is the whole reason to pick it), and pain_points include "our tooling is scattered across Atlassian and GitHub" or "we want git wired into our Jira workflow natively." Do NOT recommend for OSS projects (GitHub), teams not on Jira, or teams that need a rich CI/CD marketplace. Flag the workspace-pooled Pipelines minutes gotcha - it is the reliability trap that surprises busy dev teams. If the team already pays for GitHub Enterprise and Jira separately, moving to Bitbucket saves money only if they actually use the Jira integration daily.
